After a generation of underinvestment, Libya's energy sector is reopening: new exploration licensing, field redevelopment programmes, and national demand for power and infrastructure. Division 01 — Upstream

Developing Libya's reopening upstream.

Libya holds the largest proven oil reserves in Africa, with a significant share held in fields discovered decades ago and never brought to full development. New exploration licensing and field redevelopment programmes are now bringing that acreage forward. Ghibli enters as a Libyan partner — sourcing and structuring opportunities, carrying subsurface and commercial work in-house, and bringing in international operators where the scale of a development calls for it.

Operating Model

We take fields from standstill to first oil.

Libya's fields have long histories, and institutions that know them deeply. A revival needs an operator prepared to do the work properly — with the state, on the ground, for the long term. That is the company we are building, around people who have spent their careers producing from Libyan fields.

Asset Focus

Prioritising mature, under-developed acreage in the Sirte and Murzuq basins, where production history, standing infrastructure, and existing data shorten the path back to first oil.

Operational Restoration

Applying reservoir engineering and in-country operating experience to rehabilitate producing assets and recover the barrels that earlier development left behind.

Field Delivery

Executing remote-site programmes with Libyan crews and affiliated contractors — hoist campaigns, flowline and facility reinstatement, produced-water handling — inside HSE and QA/QC systems built for distance, heat, and hard ground.

National Capability

Building Libyan capability on every mandate through structured on-the-job training, defined competency progression, and supplier development that brings domestic vendors into auditable supply chains — so operating knowledge accumulates in Libya.

International Partnership

Working with foreign operators and technology providers who bring capital and capability, under Libyan ownership and with Libyan operating personnel — anchored today by our partnership with Geo-Jade Petroleum, a listed operator producing 40,000 barrels per day.

Keeping Libya's assets producing.

Libya's wells and facilities have produced for decades, and the work ahead is technical: wells to be drilled and completed, output to be restored, equipment to be certified. Ghibli Oilfield Services brings that capability to Libyan operators — international-grade well services, contracted through a single Libyan counterparty and delivered in-country.

Renewables

Division 03 — Renewables

Powering Libya with its own sun.

Libya runs its grid on subsidised fuel while holding some of the strongest solar resource on earth. Ghibli Renewables develops the exchange — grid-scale solar and rooftop generation, carried in Libya by a qualified Libyan team, with international partners and infrastructure finance brought in where the scale of a project calls for it.

The Resource

One of the strongest solar belts on earth.

Annual irradiation climbs from roughly 1,950 kilowatt-hours per square metre on the coast to nearly 2,500 in the far south — with more than 3,000 hours of sun a year and cloud cover among the lowest measured anywhere. A photovoltaic panel installed in Libya produces close to twice the energy the same panel yields in northern Europe. That resource is what we are building this division on — for the grid, and for the rooftop.

Three zones have already been demarcated by the state for utility solar — El Sadada, Ghadames, and Brak El Shati — assessed under the REAOL / GIZ national programme at close to five gigawatts of combined capacity, each sited beside existing grid infrastructure. The programme's own prefeasibility work prices generation on these sites at 2.0–2.5 euro-cents per kilowatt-hour.

The Case

Peak demand meets peak sunshine.

01 — The Load

A daytime peak

Libya's demand peaks in the hottest hours of the afternoon — met today by gas and diesel units running on subsidised fuel, with household generators filling every gap.

02 — The Fit

Solar on the same curve

Solar output rises and falls with the same sun that drives the load — peak production lands inside peak demand, displacing the most expensive megawatt-hours first: about 1.8 terawatt-hours a year from every gigawatt installed.

03 — The Exchange

Fuel spending, exchanged for generation

Libya's energy subsidies reached an estimated USD 17 billion in 2024, much of it burned generating electricity — spending that can procure solar capacity instead of fuel, year after year. Making that exchange is what this division was set up to do.

The Point

Why we keep talking about subsidies.

Electricity reaches the Libyan home at a token tariff. The real cost — imported fuel, refined crude burned in power stations, gas held back from export — is carried by the state, year after year. That is why subsidies run through this page: every kilowatt-hour generated from the sun is a kilowatt-hour the treasury no longer has to fuel, which makes solar one of the few investments that is fiscally positive for Libya from its first day of operation. It is also why we work on distributed systems alongside the grid — a rooftop that outperforms a generator saves the household and the state at the same time.

Electricity Libyans can count on — homes and businesses powered through the day and the night, with the blackout no longer a fact of daily life.

The State

Power at its true low cost, in place of a subsidy bill the treasury cannot sustain — every solar kilowatt-hour delivered is a net fiscal gain.

Structures where the citizen, the state, and the investor each come out ahead. If it's not good for everyone, we don't take it.

01 — Utility Scale

A pipeline of grid-scale plants

We are developing grid-connected solar in the 100-megawatt reference class — carrying each site through development, permitting, and construction with our own team, and bringing in infrastructure finance and partners like DAS Solar and PowerChina where the scale calls for it. The state signs the offtake and pays only for power delivered.

02 — Distributed

A national rooftop programme

We are preparing household and commercial solar at national scale — quality-assured systems, a certified Libyan installer network we are training, and financing designed so a rooftop beats a generator on cost. Built to deploy in the thousands.

03 — Captive Power

Solar for industry and the field

We are bringing solar and solar-hybrid plants to industrial sites and oilfield operations — cutting diesel hauled to remote locations and freeing gas back to the grid, with our oilfield services division carrying the ground work.

The standards we work to.

Safety, environmental care, and quality are managed through one system across the group. This page sets out the commitments we work to and the standards that system is built against.

The Commitments

What we commit to.

Stop-Work Authority

Anyone on a Ghibli worksite — our people, a client's, or a subcontractor's — can stop work they believe is unsafe, without needing permission and without repercussions. Work resumes once the risk is addressed.

Fit & Competent

People are assigned only to tasks they are trained, rated, and medically fit for, with competency checked before mobilisation.

Journey Management

Road transport carries some of the highest risk in Libyan field operations. Field movements follow an approved journey plan covering routes, drivers, vehicles, and check-ins.

Permit to Work

Hot work, confined-space entry, lifting operations, and energy isolation are carried out under a permit-to-work system, with controls checked at the worksite before the job starts.

Report & Learn

Near misses and incidents are reported openly, investigated to root cause, and closed out with corrective actions. Reporting is encouraged, not punished.

Protect the Environment

Spill prevention, waste segregation and tracking, and site restoration are included in the planning of every scope of work.

Quality

How we manage quality.

Quality on an oilfield scope is demonstrated through documentation: inspection and test plans, material traceability, calibrated equipment, and complete handover records.

Management system. Our integrated management system is being developed to the requirements of ISO 9001, ISO 14001, and ISO 45001, with the relevant API specifications applied on well-service scopes. Certification is on our roadmap, and we do not claim it before it is achieved.

Suppliers. Suppliers are assessed before award and monitored through delivery. Where we can, we qualify and develop Libyan vendors so that more of the supply chain can be audited in-country.

Sustainability & ESG

Environment, social, governance.

As the group's renewable projects move toward financing, environmental and social practice across Ghibli is being aligned with the IFC Performance Standards — the framework international lenders apply to projects of this kind.

Environment. Our renewables division adds clean generation and reduces diesel use; on oilfield scopes we manage flaring, spills, and waste under each client's requirements and our own procedures.

Social. We are a Libyan company and hire Libyan first, with training and competency development written into our mandates. We work to grow the number of domestic suppliers able to meet international standards.

Governance. Clear ownership, documented decision-making, and the compliance commitments set out below.

Anti-Bribery & Corruption

We prohibit bribery in any form, including facilitation payments. Gifts and hospitality are modest, transparent, and recorded. Our programme follows the principles of ISO 37001.

Third Parties

Agents, subcontractors, and partners are subject to due diligence before engagement, including sanctions screening of counterparties.

Conflicts of Interest

Conflicts of interest are declared when they arise and managed in writing.
